I have been plagued with carbon buildup on both tails, especially the left one and a friend at a recent car show had an awesome solution. He used Glass Cleaner!! It took a good bit of work but it did just fine after a while. I also bought and used some Liqui Tech Metal Finish Polishing Creme at a car show last weekend. It must have worked because I got 1st place! The trick of course is to not let it build up at all, so every other day I clean the tail pipes with glass cleaner and use the polish on weekends.
