No you don't have to remove the steering wheel, and yes it only takes me about 20 min to change one.
Just pull down on the lower half of the column cover to remove it and the switch is just below the lock cylinder. disconnect the connection and push the two white tabs in and the switch will drop down. the hardest part is getting the two gears timed right if you have never done one.
