Question TSB and out of Warrenty issue

I understand that the TSB for the inside door handle no longer operating falls under a "safety" issue of operating the car.

If that's the case, then will Chevy fix the problem for free, even if your SSR is no longer under warranty?

Is there anyone with knowledge of a manufacturer's responsibility and what the dealer will do under that condition?

Thanks
Carl

Update:

Talked to one dealer today. The TSB for the 04 SSR states that the handle and bezel breaks. It's not a safety issue and they don't cover it for free. However, since I'm just past the warranty time he might be able to do something. Also, the TSB doesn't say to two both doors and some others do, so they would only do the broken door. Also, the fix is a new door handle and bezel even if it might be some other internal part. The door handle comes a complete unit for $116 and you can't buy just a individual piece that is broken. So you get everything even though you only need a small piece.

They don't cover TSB's for free out of warranty.
