It's the same TSB and doesn't change anything I wrote about, except that yours says to do both doors. It also doesn't say anything about it being a safety issue, which I was told it does. I went to the dealer yesterday and he insisted that it doesn't say to do both doors. The TSB I pulled from the website:

doesn't say anything about doing both doors either. When I go back I'll get him to show me the offical GM TSB and clear up the matter.
He did order the fix for one door, the one that's broke. I guess I should have been clearer but in my earlier posts did say I was out of warranty and they don't do TSB's for free out of warranty, in warranty, yes they do. I called GM/Chevy customer service and they are looking into doing something about the cost of the repair, but first they have to talk to the dealer. The dealer thinks they might allow it as a warranty item but I may have to pay a deductable. He insisted that GM does spot check the parts he sends back under warranty (which he's trying to do for me), and if GM finds that parts he sends back are not broke they'll bitch, and maybe not pay him back, so he's not going to do the other door too, as I asked him to do.
I'll post more as I get this resolved, which won't be until next week.

Update:
I checked other sites including NTSA and all that list the TSB don't say anything about replacing both handles.
However, I received an actual copy of the TSB - 05-08-64-026, from an SSRfanatic member. and yes it does say replace both door handles!
I'm bringing a copy to my dealer.
