According to the Chevy website there is a $2000.00 cash allowance OR 0% for 72 months on the 04 SSR. And that was only available in the south east. I saw nothing about a $4000 rebate

The $4,000.00 GMAC bonus cash is regional. It depends on where you live. We don't have it here in the North Central region either
