It is LAW! Too many Police Officers Stand on the Drivers Side while giving a Ticket and they get hit. Plus they leave their Cruiser Driver Side Door open for someone to hit. They got in to many Lawsuits because of their actions.

Since driving X-country twice in the past 3 years, I've learned to yield as soon as I see the flashing lites up ahead. After having a flat out of State and talking with the Trooper, who followed us to the next exit until we were Safe, I will always yield to emergency vehicles or anyone else pulled over in the right hand shoulder. I will, however be selective just whom it is that I stop to render aid....I don't live in a right-to-carry State, yet.
I was Very Thankful to the drivers who pulled to the Left and gave me room to work and get myself back on the road. I will definitely pass that one Forward, no matter what State I am driving. It's a courtesy you don't appreciate until it's given to you.....

I will disagree with you on that. It is the LAW in CA as of 1/1/10
the following is cut and paste from another site with a few corrections from the SNOPES article:
In California , the "Move-over" law became operative on January 1, 2010.
The cost of the ticket was $754, with 3 points on your license and a mandatory court appearance. (SNOPES says $146)
Important Law to Share:
I wanted to let you know about the CA "move over" law.
A person got a ticket coming back from Wal-Mart. A police car (turned out it was 2 police cars) was on the side of the road giving a ticket to someone else. The person slowed down to pass, but did not move into the other lane.
The second police car immediately pulled him over and gave him a ticket. The motorist and I had never heard of the law.
It is a fairly new law that states if any emergency vehicle is on the side of the road, if you are able, you are to move into the far lane.
The cost of the ticket was $754, with 3 points on your license and a mandatory court appearance.. (SNOPES says $146)
Please let everyone you know that drives about this new law..
It is true (see details at the following web address). It states that except two states, all the other US states (even Canada ) enacted similar kind of law.
My partner got a ticket for not moving over for a Highway Patrol vehicle a few months ago, even though it was a two lane road in Ajo, AZ and he did slow down.
