4. an offence against the Road Use Management Act involving wilfully starting a vehicle, or driving a vehicle, in a way that makes unnecessary noise or smoke.

I don't know, I looked it up and that's what I got??? I'm sure it's some local street lingo thing. Mostly kids in cars, getting drunk and doing burnout's, racing, 4 wheel sliding, raising h*ll, etc.. We have the local talk here, would take to long to explain the Hawaiian to English translations. At least I tried.

as practised today by the idiots with their ricers! "Back in the day" we all knew what we were doing, and it wasn't idiotic. We picked roads outside of town, away from other traffic, in the wee small hours when no one else would be endangered. My, we were certainly responsible!!

As an avid motor vehicle enthuiast and Australian Citizen, and looking at the comments that were made on the meaning of the Australian Slang word Hoon.
I received a traffic violantion ticket in my younger years, for a loud exhaust and squealing the tires on take off from an intersection, and the Traffic Officer's comment was exactly like this when he pulled me over.
Your vehicle has been observed to be creating undue noise by manner of operation. I have to give all Hoons like you a fine of $40.00 for this type of driving practice.
I hope this can shed some real life experience for you toward the meaning of the word HOON as it is used in Australia.

We do the same thing out here in Vegas. The cops still would find out about a hour or two and come pick us off. The fine is $700 for being a observer but that is as far as I got. The back roads of Vegas keep stritching so every weekend its always some where new.
