I wanted to ask STEP and your other members if anyone knows whether this has changed in California DMV, or if there is now another option and possibility of registering non-commercial since these posts (Crusade 2) of 3 years ago ? I read this morning the classification explanation you gave "truck with a tonneau cover", but wondered if since then anyone has managed to find a work-around ? Maybe the exemption with respect to fleet fuel mileage that was mentioned in the thread from 2005 ?

Blue Thunder and a few others have managed to change theirs but it seems to be the luck of the draw on which DMV office and the clerk you get. Perhaps one of them will pop up with a repeat of how it was done. My is due for renewal but not sure if I'll go through the hassle. Maybe if, when, new plates come in and have to go to DMV anyway.

AAA can not change the vehicle classification. You must go to the D.M.V. to have the classification changed after an inspection. They changed my classification at the Fullerton D.M.V. to PM (permanently modified). This is a non-commercial classification that eliminates the $80 per year weight fee in Ca.
They changed it for two reasons:
1. The tonneau cover is steel and permanently attached with automatic release, as well as water tight, just like a trunk.
2. The trunk space ( do not call it a bed ) is carpeted and obviously was not intended to be left open to the elements.
