The highest VIN# was 24112 but GM did make a total of 68 more than the final VIN # indicates. Remember out of those extra VIN#s there were the 25 Signature Series (their own special series of VIN#s) Some pace vehicles, some early design SSRs and special test vehicles that were used for data and testing purposes (crash tests etc.) along with marketing (cut-a-way) ads too. Most of those SSRs were made with the intention of being only work mules and were never intended to be released for sale.
I am sure that Ed "freezer" might have some additional insight and input too. However, I can get you a more precise description or break down of the other SSRs if need be. Just drop me a PM or call me for more details.

If you were doing a project would you consider the additional SSR's as total number made? Which is 24, 180.00 counting in these additional's, or should I use just the hightest vin# 24,112.00.
But technically there were 24,180.00 made even thou 68 of them we used for other purposes.

I would go with the 24,112 number because of the vin # being the highest known by most people interested (car nuts like us)

The answer to your question depends on what kind of project you're doing.
If you're analyzing numbers of warranty repairs, the right answer is probably 24112 plus the 25 signature series or 24137
If you're analyzing the learning curve phenomenon related to production, it's probably 24180
If you're preparing a history book with one page for every truck ever produced, it's also 24180
If you're going to get information from the national database on recalls, it's probably 24112 (because they probably consider the signature series as a different vehicle)
If you're trying to figure out how much money GM made from the sale of the vehicles, it's a different number. Something like the 24112 less a couple that were withheld for the museum then you have to add back the 25.
are you willing to let on as to the nature of your project? Then you might be able to build a consensus as to the right answer.....
The total that could have gone to the public was the 24112 plus the 25 Signature Series. Others with experimental VINs were built for test. They were not sold, but some were used for show cars. Some of the original 24112 were not suitable for selling and were used for promotion and modified show vehicles. There is an extra Signature Series that is at the Indy museum as the pace vehicle for 2003. The first Signature Series is still owned by GM. I have some more info on this, but I am not sure if I even remember the details.
