I like to introduce some heat to it as I'm gently peeling it away. It's most likely attached with bonding tape. You could use a blow dryer on the Warm setting...do not heat the paint up.

3M™ General Purpose Adhesive Remover is what I like. Just dribble some on the backing tape and it will let loose with a little bit of help using a plastic spatula. Then, clean up the residue with the same stuff.
If is a raised emblem = use a piece of fishing line tied to wood dowels and cut through the adhesive. Remove adhesive with orange oil based hand cleaner without pumice. If a flat decal, use a bondo spreader to scrape the decal up at corner and then apply some orange oil degreaser with a Qtip. Repeat the process until the decal is off. Remove adhesive with orange oil based hand cleaner without pumice. Final clean with window cleaner.
