Road Force Balance ????

Could any of you guys explain what a road force balance is, what is involved in the process and where you might go to have this done? Around here you are lucky to just get a proper alignment done.

My SSR:
05 6spd,magnacharger,4:10s,2.9 pulley,corvettte TB, hotchkiss,short shifter,conti UHP's, Mikes fans,

The mounted tires are spin balanced with a roller applying force against the tire, to simulate conditions under load. It will detect defects in the tires or rims that don't show up under free spinning tests, like out of round, warpage, slipped belts etc.
