I had the same issue. However, I have HP Tuners and was able to re-enable it myself. There was a setting under Torque Management that Brian used to disable T/C.
I believe Brian Herter's default tune disables the T/C so that the light always stays on. I emailed him about this when I got my PCM back and he said he disabled it since that was what many others had wanted.
Unfortuneately, I think you may need to either send it (PCM/TCM) back to him to get that changed back, or find someone with HP Tuners, LS2 Edit (or another engine tuning software tool) to fix it.
For those wondering why I would have Brian tune it when I have HP Tuners: The reason is, that as everyone knows, current releases of HP Tuners software does not provide access to the parameter required to set the speedo for 4.56 gears. Brian uses LS2 Edit for his tunes. LS2 Edit will allow access to the hidden parameter for setting the speedo with 4.56 gears on 05 and 06 SSRs.
Once the speedo has been set for 4.56 gears, using LS2 Edit you can still make other tuning changes using HP Tuners, and it will NOT break the Speedo settings. There was definitely a parameter in the PCM binary that HP Tuners was not using, or providing access to. But since they weren't touching it, it won't be affected by changes made using HP Tuners.
Interestingly enough, once your PCM is set correctly for 4.56 gears using LS2 Edit, I am fairly certain if you change back to 3.73, you will not be able to reset the speedo to 3.73 settings with the current releases of HP Tuners using a readback of the 4.56 PCM file. This is for the same reasons HP Tuners couldn't make the 4.56 change to begin with. As long as you have your stock file though the change back to 3.73 would work. (Not that anyone would change back to 3.73 though!!

I have worked with HP Tuners to narrow this problem down and provided supporting data (log files, and test data) so they can get their future releases corrected. Final proof was evidence (readback of PCM w/4.56 settings) of the change made by Brian Herter using LS2 edit. Bill@HPTuners assured me they willl have a fix in future releases.
