Torque Wrenching

I am doin some work in the morning on my pulley wheel on the super charger. Does anyone here know the setting I should be using when I put it back on?

The manual says use a 15mm socket and torque it to 40 lb-ft but go a little lighter at about 35 lb-ft to be safe.
