No.....the water table in my neighborhood is very high. Water just doesn't drain down into the ground quickly. I live one house from the corner of the block and everyone who lives on the other street has their backyard draining away from their house, which lines up with the side of my yard....so all the water (which doesn't saok into the ground) from five houses' backyards goes between my house and the one on the corner
