Bolts Holes

Went to the ice cream shop on Forest Hill Saturday night. Met 5 SSR'S we were all checking Pasta Mike's flames. It was pointed out that there are two bolt holes along the fenders that you can see when the hood is open. They are near the struts that hold the hood up on the 05 and 06's they are just there on the 03 and 04's. What are they for?

03/04 doesn't have the struts so I'm guessing the hood rod?

The struts are not bolted into the holes they are or appear to be welded on. I will send a picture.
