Reducing pix size for Avitar & attachments

My digital camera's smallest pix size is 500k in a 1600x2000 format. I also have Adobe photoshop but cannot find how to reduce the size of the pix to fit either the attachment required size or the Avitar size.

How is it done??

In photo shop just click on the button " image", in the drop down box click on "image size" and that will bring up a box where you can resize.
