The bag hooks on the xbar seems like a no brainer.
As to the ends of the net, some elastic (bungies) could be woven across the ends.
Alternatly:
The local upholstry shop should be able to stitch up a bag that would hang from the cargo bar. I'm thinking some black cordura.
