Thank you for the question. I think the @Stlhotrod the general intent of once a year. Further we are trying to get new folks involved this month, hence in the >>>highlighted<<< part below:

I was trying to keep it simple and get some of the new folks involved. If previous winners enter "regularly" or on a revolving basis, it kind of clobbers those that may be hesitant or have less customized rides, etc.

P.S. I'm not "the government", or anything close. Sorry if it felt that way. I'm just one of the guys that am trying to keep it simple and keep it going. I copied & pasted some of the "usual rules" and added the "rules of the month" with a theme of one picture away from home and open it up to someone new. The new winner can choose a different theme.

We've got some great pictures. I'm going to close the entries on the 26th and open up voting.

Back in May of 2017 my SSR won the old ROTM contest, I missed the rule that said you could not have been a past ROTM winner, and only caught the part that states you could not have won in the past year.

So please disregard my photos and vote for the others.

Maybe the Themes can change but the rules remain the same for future ROTM's.
