The decals are available from the Original Official Manufacturer if you can prove that you own one of the vehicles that was supposed to have them and will certify they will not be used on any other vehicle. That information is available here somewhere.

The company has all the vins and if you aren't among the vin numbers you can't buy them. It was set up that way so no high priced knock offs could pop up.
