Thanks for the heads-up. The wrecking yards that sell on eBay are usually reputable.
For future purchases: I've had pretty good luck using PayPal (not Friends and Family) getting refunds for merchandise not delivered. (Mostly vendors with unpronounceable names  )

Emulation is the key, I think.

Up until 2015, I worked with the SPADOC (Space Defense Operations Center), a 1990s system built on 1980s technology. (With technology that old, you buy spares by the pound and try to get them to work.) We saw lots of emulation replacement proposals that would just replicate the SPADOC functionality on a newer, smaller, more robust platform.

I think that’s the answer here. We seem to have enough knowledge and talent to understand
  • the pin-outs of the RDM connectors
  • the signaling (“goes-inta’s” and the “goes-outta’s) of the RDM connectors
  • the basic logic flow of the various processes the RDM controls (if-then-else)

With that, I’d think we could come up with a processor (Raspberry Pi?) and signal generators that emulates all that properly. Is that a bridge too far?
